Beginner needs advice for a project.

I am a complete amateur to the car world, I never used to like cars till I found this old 1967 Volvo 122s, Ive been told by a friend that I should just get some of your Rust Encapsulator and sand down my car then wipe the dust off and paint it on, two layers, then put a normal primer over it then get it painted...

Id like to hear your advice on it, especially on how much rust encapsulator I will probably need, and any other advice you may have for me, the more details the better since im new at this... also there is a small amount of cancer in two spots, not to bad yet but looks like it could get bad soon, any advice on that would be appreciated as well!
